Hello there, first of all, sorry for most likely coming across as a complete novice. I remember hearing the piece in question a lot as a child as stock background music, often to signify things such as magic, winter or Christmas (for example, I remember having a book and tape version of "The Snow Queen" which had this piece of music). However, I have no idea what the name of the piece is and who composed it. Here it is as part of a particular Disney VHS promo (which I saw as a kid before some of the tapes we used to rent), where it plays over some film clips (cut to around 1:13):

Sounds like 'Troika (Sleigh Ride)' from Prokofiev's score of the 1934 film 'Lieutenant Kije.'
